Keystone Names Rachel Harbaugh Senior Vice President of Operations and Integration

Industry veteran brings nearly three decades of integration and agency-operations experience to support Keystone’s growing network of partner platforms

MECHANICSBURG, Pa., May 26, 2026 – Keystone today announced the appointment of Rachel Harbaugh as Senior Vice President of Operations and Integration. In this role, Harbaugh will oversee Keystone’s operations and integration strategy, working alongside platform leaders to align systems, scale shared capabilities, and accelerate growth across the organization.

Harbaugh joins Keystone with nearly 27 years of insurance industry experience, most recently serving as Senior Vice President, Integration Management at Gallagher. Prior to Gallagher, she spent more than 25 years at NFP, where she held a series of senior operations and integration roles, including Vice President of P&C Integration Management. During her tenure, she led the expansion of NFP’s integration capabilities into the United Kingdom and the MGA/MGU space, deployed P&C operating platforms across North American acquisitions, and supported both organic and inorganic growth initiatives. Earlier in her career, Harbaugh was one of eight partners at a New England-based insurance agency that was acquired by NFP, giving her firsthand experience as an agency owner navigating a transition into a larger enterprise.
